93. The members of the board of a public establishment shall elect the president and the vice-president of the establishment from among themselves each year.
However, neither the president nor the vice-president may hold employment in the establishment.
In the case of a tie-vote at a meeting of the members of the board of directors, the president shall have a casting vote.
